The lawyer Dr. Ernst Baburger (1902-1981) was a member of the Legal Department of the Swedish section of World Jewish Congress and also a member of Emigranten-Selbsthilfe, a Swedish Jewish self-help organization devoted to providing relief and cultural activities for refugees. Baburger was involved in both organization's legal aid for Jewish victims of Nazi persecution.

It is stated on the first page that the report was written by 'an intelligent and reliable emigrant, for many years a resident of Berlin.' It is also marked 'Confidential, not to be published' and dated March 17 1942, New York although the title is 'Jews in Germany, October 1941'.
