 The Prussian city ordinance (Städteordnung) of 19 November 1808 provided for the establishment of a state police administration in the larger cities. Accordingly, a Royal Police headquarters (Königliches Polizeipräsidium) was built in Berlin on 25 March 1809, to which the existing state police department was linked. At the time the greater Berlin area included several independent townships. Berlin was not one large city and the police forces were divided. A law implemented on 13 June 1900 created the Provincial Police District of Berlin (Landespolizeibezirk Berlin), which was placed in charge of the cities of Charlottenburg, Rixdorf (Neukölln) and Schöneberg; Wilmersdorf was included in the area in 1907, and Lichtenberg in 1908. In 1920 all of the Berlin suburbs were merged into the metropolitan area of Berlin. There was now one Police headquarters in charge of the municipal and state administrative territory, which remained unchanged until 1945. 
 The Police Headquarters were responsible for many realms in the city's life, including the Security Police (Sichreheitspolizei), the Order (regular) Police (Ordnungspolizei), the Political Police, Press and Theater, Internal Affairs and Dignitary affairs (Hoheitssachen), Health and Welfare, the Labor Inspectorate, the Construction and Fire Police, Roads and Transportation, and Hydraulic Engineering and Shipping.
