It appears to be a copy extract from part of a chapter entitled <i>Juden</i>, which itself is part of an unidentified secret report for the attention of <i>Einsatzgruppe A</i>. It describes the situation of Jews in Eastern Europe and the measures taken/ to be taken to rid the region of them. It makes particular reference to Estonia and Belorussia.
