The Czechoslovak Provisional Government in Exile was appointed by President Dr. E. Beneš on 22 July 1940. The Ministry of Social Welfare took care of refugees, members of foreign armies and their families in terms of social and health care, arranged for the registration of Czechoslovak citizens abroad, provided them with employment opportunities, prepared proposals for post-war reconstruction and repatriation, maintained contact with international social and political institutions and cooperated with other ministries in legal and legislative matters. From the end of 1944, the liquidation of the apparatus of the London government became a major activity of the London Ministry. Following the resolution of the Commission of Ministers of 23 November 1944, the Ministry of Social Welfare was charged with the liquidation of government offices in terms of personnel matters - financial assistance to dismissed employees, securing new employment (e.g. as repatriation liaison officers, workers in UNRRA, etc.). The issue of repatriation also came to the fore.
